Executive Office
The Executive Office of the Union consists of the President of the Union (President), the Vice-President, and three members elected by the General Assembly in their capacities for a period of two years. The Secretary-General assumes the duties of the Rapporteur of the Executive Office.
The Executive Office undertakes the following duties
A- Implementing the decisions of the General Assembly
B- Preparing the draft agenda of the General Assembly and proposing the topic of the Union’s scientific forum after receiving the proposals of its members
C- Study the draft general budget and submit it to the General Assembly for approval and accept donations and bequests in accordance with the purposes of the Union.
D- Study draft resolutions and recommendations
E- Propose the appointment of the Federation’s auditor and present it to the General Assembly
F- Preparing and organizing conferences and determining the topics to be presented therein and the dates and place of their holding based on what the General Assembly decides
G- Submitting a report to the General Assembly at the beginning of its session that includes a statement of the Union’s activity during the previous two years, the objectives achieved and a proposal for means of developing its activity.
H- Approving the final account for each fiscal year and presenting it to the General Assembly, provided that it is presented to the latter at its first meeting for approval
The Executive Office may invite any of the higher administrative courts and state councils that undertake an administrative judiciary function in non-member Arab countries to attend the Union’s meetings.
This is based on a request submitted by any of them or based on a proposal from the Ordinary General Assembly of the Union, as it may
Inviting an international or regional body with similar activity to attend Union meetings without having the right to vote
- The Executive Office meets at least once a year at the headquarters of the Union or in any of the member states at the invitation of its president, or at the suggestion of one of its members after the approval of the majority of them. It may take its decisions after consultation through the available written or electronic means of communication.
The validity of the meetings of the Executive Office requires the attendance of a majority of its members, and its decisions are issued by a majority of attendees.
